HABC’s waitlist for Low-Income Public Housing (LIPH) and the Housing Choice Voucher Program/Section 8 (HCVP) are currently closed.
When the waiting list does re-open the Housing Authority of Baltimore City (HABC) will make a public announcement. Thank you for your understanding.
If you are currently an applicant on any of HABC’s waiting lists or a participant of HCVP you may access the Applicant Portal through the following link:

Important Steps to Maintain Your Status on the Waiting List
1. If you have been added to any one of HABC’s waiting list(s), you will be notified by mail and email that you have been placed on the waiting list.
2. You will be notified when your name comes to the top of the waiting list, or if we are updating our records.
3. If you do not respond to our notifications, or your letter is returned undeliverable, your name will be removed from the waiting list.
4. If you have a change of address, phone number, income, or family size, you must report the change within 10 business days. All changes must be completed through the applicant portal (link above), with exceptions to changes to the head of household, co-head and/or spouse. No changes will be taken over the phone. Changes to the head of household, co-head, and spouse require an in-office appointment. Please include your full-name, phone number, and email address on any correspondence.
