Low Income Public Housing (LIPH) Waiting List Opening
Monday, August 17, 2026, at 9:00am through Monday, August 31, 2026, at 11:59pm

Will be accepting applications for the following waiting list types only:

The Housing Authority of Baltimore City (HABC) will be accepting applications for the Low-Income Public Housing (LIPH) Waiting List for the following housing opportunities located throughout Baltimore City:

  • Senior Housing – Housing designated for persons who are age 62 and older.
  • Mixed Population Housing – Housing designed for elderly families or non-elderly disabled families.
  • Accessible Housing – Waiting list designated for applicants who require housing units with specific accessibility features due to a disability or medical need. These features may include, but are not limited to :
    • Wheelchair accessibility
    • Units on one level
    • Visual or hearing accommodations
    • Modified kitchens or bathrooms

Online Waiting List Pre-Application

IMPORTANT NOTICE: Before you begin the preliminary application (pre-application) process for the Housing Authority of Baltimore City (HABC) waiting lists, there are a few things you should know:

1. Please have available all Social Security Numbers, correct names, and dates of birth for yourself and all family members who will be living with you.

2. Also, you will need income information for all family members who receive income of any type.

3. Make sure you have typed all information correctly.

4. Submit only ONE pre-application to any HABC waiting list to which you wish to apply. The display will show the waiting lists for which you are eligible, and you can select the lists that you want to apply for (you can select multiple lists). Duplicate or dual applications will not be accepted (you cannot click “submit” more than once).

5. HAVE PAPER AND PEN READY TO WRITE DOWN YOUR CONFIRMATION NUMBER ONCE YOUR APPLICATION IS SUBMITTED OR TAKE A PICTURE OF IT ON YOUR CELL PHONE.

ADDITIONAL INFORMATION

Preliminary applications (pre-applications) will be received online only, anytime during the period the waiting lists are open. Applicants will receive a confirmation number to acknowledge successful submission of their pre-application. By submitting this pre-application information, you are not guaranteed placement on any waiting list. A lottery system will be used to select applicants randomly from the pre-applications submitted before the waiting list application period closes. Applicants will be notified by mail of their placement status on the waiting list.

Important Steps to Maintain Your Status on the Waiting List

1. If you are added to the waiting list, you will be notified by email that you have been placed on the waiting list.

2. You will be notified by mail and/or email when your name comes to the top of the waiting list, or if we are updating our records.

3. If you do not respond to our notifications, or your letter is returned undeliverable, your name will be removed from the waiting list.

4. If you have a change of address, phone number, income or family size, you must report the change within 10 business days. Changes to the head of household, co-head, and spouse require an in-office appointment. Please include your full-name, phone number, and email address on any correspondence. If you need to make any changes, PH Admissions walk-in days are the 1st and 3rd Thursday of each month from 8:30am to 11:30am.
